I tend to just remote in to servers nowadays than bothering to install RSAT locally. After a few minutes 10 - 15 minutes you're prompted to reboot. Do so. Thom, the problem comes up whenever Microsoft releases a new Windows version or service pack.

For Active Directory Users and Computers type in dsa. One of those tasks is managing users and computers in Active Directory AD.
