So, without a manual pitman arm, it looks like a 4 bolt cover is needed. I think the reason is the 4 bolt covers in ss have the same size pitman output shaft as the power steering box does. As a result that box allows for the use of the power steering pitman arm. However, the ss along with all the other standard saginaw manual steering boxes with the 3 bolt covers something like years have the smaller output pitman shaft which then requires a manual type pitman arm.

You will have to "make" your own pitman arm as the output shaft and spline on the the box is smaller than what comes on any Camaro. The later style 4 bolt S manual box also fits well but is a bit heavier. For this box, I used a pitman arm from a Camaro with power steering and bolted it directly to the box. I recommend that you take it to an alignment shop after.
